Permanent residence permit is a document that certifies the identity of a foreigner or stateless person, confirms his right to permanent residence in Ukraine and is issued for a period of 10 years.

 

The right to obtain a permanent residence permit have

foreigners and stateless persons who, in accordance with the Law of Ukraine "On Immigration", have received permission to immigrate to Ukraine, namely:

 

Within the immigration quota:

• figures of science and culture, whose immigration meets the interests of Ukraine
• highly qualified specialists and workers, the urgent need for which is tangible for the economy of Ukraine;
• persons who have made foreign investments in the economy of Ukraine in foreign convertible currency in the amount of not less than 100 (one hundred) thousand US dollars;
• persons who are full brothers or sisters, grandparents, grandsons or granddaughters of Ukrainian citizens;
• persons who were previously citizens of Ukraine;
• parents, spouse of an immigrant and his/her minor children;
• persons who have continuously resided on the territory of Ukraine for three years from the date of establishing the status of a victim of human trafficking;
• persons who have served in the Armed Forces of Ukraine for three or more years.

Outside the immigration quota:

• one of the spouses, if the other spouse, with whom he/she has been married for more than two years, is a citizen of Ukraine, children and parents of Ukrainian citizens;
• persons who are guardians or trustees of citizens of Ukraine, or are under guardianship or trusteeship of citizens of Ukraine;
• persons who have the right to acquire Ukrainian citizenship by territorial origin;
• persons whose immigration is of state interest for Ukraine;
• foreign Ukrainians, spouses of foreign Ukrainians, their children in case of their joint entry and stay on the territory of Ukraine;
• stateless persons who resided on the territory of Ukraine on the basis of a temporary residence permit for two years from the date of their recognition as stateless persons.

Foreigners and stateless persons who before the decision to terminate the citizenship of Ukraine permanently resided on the territory of Ukraine and after the adoption of such a decision remained permanently residing on its territory (in this case, the basis for issuing a permanent residence permit to foreigners and stateless persons is the relevant decree of the President of Ukraine on the termination of citizenship of Ukraine and applications of such persons).

 

Permanent residence permits are issued to foreigners and stateless persons who:

• have reached the age of 16 - on the basis of applications submitted by them personally;
• have not reached the age of 16 or are recognized as partially legally capable or incapacitated - on the basis of application forms of one of the parents (adoptive parents) with whom the persons live on the basis of an immigration permit, guardians, trustees.

Required documents

• To apply for a permanent residence permit, you must submit the following documents:
• Passport document of a foreigner or a document certifying a stateless person with a type D visa, unless otherwise provided by the legislation and international treaties of Ukraine (copy and original);
• An identity document of the legal representative and a document confirming the authority of the person as a legal representative, in case of submission of documents by the legal representative (copy and original);
• Translation into Ukrainian of a page of a passport document of a foreigner or a document certifying a stateless person, with personal data, certified in accordance with the procedure established by law (original must be submitted);
• Copy of the decision on granting immigration permit (copy);
• A document confirming payment of the administrative fee or a document on exemption from its payment (copy and original).

The term of consideration of the application for permanent residence permit is 15 working days.

 

The cost of the service (state fees) is following:

• state fee in the amount of 85.00 UAH;
• cost of administrative service in the amount of 352.00 UAH;
• cost of the permanent residence permit form with contactless electronic carrier - UAH 315.00.
